Optimise the common case of running sched_getaffinity() against the current
task - we don't need to take tasklist_lock in that case.
And we don't need to take lock_cpu_hotplug() even if we're running
sched_getaffinity() against a different task, actually - taking tasklist_lock
is sufficient to hold off cpu hotplugging.
