- remove-fs-jffs2-ioctlc.patch removed from -mm tree

The patch titled
     remove fs/jffs2/ioctl.c
has been removed from the -mm tree.  Its filename was
     remove-fs-jffs2-ioctlc.patch

This patch was dropped because it was nacked by the maintainer

fs/jffs2/ioctl.c is already for so long in the "might be used later"
state that I doubt it will ever be actually used...

And if it will ever be used, reverting this patch will be trivial.
