- mips-remove-smp_tune_scheduling.patch removed from -mm tree

The patch titled
     MIPS: remove smp_tune_scheduling()
has been removed from the -mm tree.  Its filename was
     mips-remove-smp_tune_scheduling.patch

This patch was dropped because this function got redone and it looks like it does something now
