- sysctl-sunrpc-dont-unnecessarily-set-ctl_table-de.patch removed from -mm tree

The patch titled
     sysctl: sunrpc: don't unnecessarily set ctl_table->de
has been removed from the -mm tree.  Its filename was
     sysctl-sunrpc-dont-unnecessarily-set-ctl_table-de.patch

This patch was dropped because it was merged into mainline or a subsystem tree

We don't need this to prevent module unload races so remove the unnecessary
code.
