[merged mm-stable] memory-tier-make-memory_tier_subsys-const.patch removed from -mm tree

The quilt patch titled
     Subject: memory tier: make memory_tier_subsys const
has been removed from the -mm tree.  Its filename was
     memory-tier-make-memory_tier_subsys-const.patch

This patch was dropped because it was merged into the mm-stable branch
of git://git.kernel.org/pub/scm/linux/kernel/git/akpm/mm

Now that the driver core can properly handle constant struct bus_type,
move the memory_tier_subsys variable to be a constant structure as well,
placing it into read-only memory which can not be modified at runtime.
