- char-sx-request-regions.patch removed from -mm tree

The patch titled
     Char: sx, request regions
has been removed from the -mm tree.  Its filename was
     char-sx-request-regions.patch

This patch was dropped because it was merged into mainline or a subsystem tree

Check regions if they are free before we touch them.  Release them in
