The quilt patch titled
     Subject: ia64: move from strlcpy with unused retval to strscpy
has been removed from the -mm tree.  Its filename was
     ia64-move-from-strlcpy-with-unused-retval-to-strscpy.patch

This patch was dropped because it was merged into the mm-nonmm-stable branch
of git://git.kernel.org/pub/scm/linux/kernel/git/akpm/mm

Follow the advice of the below link and prefer 'strscpy' in this
subsystem.  Conversion is 1:1 because the return value is not used.
