mpol_set_nodemask()(mm/mempolicy.c) does not set up nodemask when
pol->mode is MPOL_LOCAL. Check pol->mode before access
pol->w.cpuset_mems_allowed in mpol_rebind_policy()(mm/mempolicy.c).
