+ checkpatch-improve-kconfig-help-test.patch added to -mm tree

The patch titled
     Subject: checkpatch: Improve Kconfig help test
has been added to the -mm tree.  Its filename is
     checkpatch-improve-kconfig-help-test.patch

This patch should soon appear at
    https://ozlabs.org/~akpm/mmots/broken-out/checkpatch-improve-kconfig-help-test.patch

Subject: checkpatch: Improve Kconfig help test

The Kconfig help test erroneously counts patch context lines as part of
the help text.

Fix that and improve the message block output.
