[merged] mm-memory_hotplug-add-static-qualifier-for-online_policy_to_str.patch removed from -mm tree

The patch titled
     Subject: mm/memory_hotplug: add static qualifier for online_policy_to_str()
has been removed from the -mm tree.  Its filename was
     mm-memory_hotplug-add-static-qualifier-for-online_policy_to_str.patch

This patch was dropped because it was merged into mainline or a subsystem tree

online_policy_to_str is only used in memory_hotplug.c and should be
defined as static.
