The patch titled
     Subject: phy/drivers/stm32: use HZ macros
has been removed from the -mm tree.  Its filename was
     phy-drivers-stm32-use-hz-macros.patch

This patch was dropped because it was merged into mainline or a subsystem tree

HZ unit conversion macros are available in units.h, use them and remove
the duplicate definition.
