The patch titled
     Subject: kernel/Makefile: don't assume that kernel/gen_ikh_data.sh is executable
has been removed from the -mm tree.  Its filename was
     kernel-makefile-dont-assume-that-kernel-gen_ikh_datash-is-executable.patch

This patch was dropped because it was merged into mainline or a subsystem tree

Subject: kernel/Makefile: don't assume that kernel/gen_ikh_data.sh is executable

Is the user downloads and applies patch-5.1.gz using patch(1),
the x bit on kernel/gen_ikh_data.sh is not set.

/bin/sh: 1: ./kernel/gen_ikh_data.sh: Permission denied

Fix this by using CONFIG_SHELL.
