Subject: kasan, arm64: select HAVE_ARCH_KASAN_SW_TAGS

Now, that all the necessary infrastructure code has been introduced,
select HAVE_ARCH_KASAN_SW_TAGS for arm64 to enable software tag-based
KASAN mode.
