Subject: kernel/kallsyms.c: replace all_var with IS_ENABLED(CONFIG_KALLSYMS_ALL)

'all_var' looks like a variable, but is actually a macro.  Use
IS_ENABLED(CONFIG_KALLSYMS_ALL) for clarification.
