Subject: nfsd4: fslocs: fix compile in non-CONFIG_NFSD_V4 case
From: "J. Bruce Fields" <bfields@xxxxxxxxxxxx>

Fix fsloc_parse in the non-CONFIG_NFSD_V4 case, to make it inline, to make it
consistent with the definition in the CONFIG_NFSD_V4 case, and to include
parameter names.
