- ntp-add-time_adj-to-tick-length.patch removed from -mm tree

The patch titled

     ntp: add time_adj to tick length

has been removed from the -mm tree.  Its filename is

     ntp-add-time_adj-to-tick-length.patch

This patch was dropped because it was merged into mainline or a subsystem tree

This makes time_adj local to second_overflow() and integrates it into the tick
length instead of adding it everytime.
