[merged] include-linux-remove-empty-conditionals.patch removed from -mm tree

The patch titled
     Subject: include/linux: remove empty conditionals
has been removed from the -mm tree.  Its filename was
     include-linux-remove-empty-conditionals.patch

This patch was dropped because it was merged into mainline or a subsystem tree

Subject: include/linux: remove empty conditionals

Commit 607ca46e97a1 ("UAPI: (Scripted) Disintegrate include/linux") left
behind some empty conditional blocks.  Since they are useless and may
cause a reader to wonder whether something is missing, remove them.
