- proc-merge-proc_tid_attr-and-proc_tgid_attr.patch removed from -mm tree

The patch titled

     proc: merge proc_tid_attr and proc_tgid_attr

has been removed from the -mm tree.  Its filename is

     proc-merge-proc_tid_attr-and-proc_tgid_attr.patch

This patch was dropped because it had testing failures

The implementation is exactly the same and there is currently nothing to
distinguish proc_tid_attr, and proc_tgid_attr.  So it is pointless to have two
separate implementations.
