Subject: lock validator: provide lockdep_reinit_key() API

lockdep_reinit_key() can be used by subsystems to 'split' a lock type from
the typical-use locktype of that lock. For example the networking code
uses this to signal that AF_UNIX locking, while using a common networking
locktype, is special because it never runs from hardirq or softirq context.
