[PATCH v2 03/13] MIPS: OCTEON: Move CAVIUM_OCTEON_CVMSEG_SIZE to CPU_CAVIUM_OCTEON

CVMSEG is related to the CPU core not the SoC system.  So needs to be
configurable there.
