[PATCH 16/17] MIPS: Netlogic: Support for XLP3XX on-chip SATA

XLP3XX includes an on-chip SATA controller with 4 ports. The
controller needs glue logic initialization and PCI fixup before
it can be used with the standard AHCI driver.
