[PATCH 4/4] MIPS: Remove the legacy RTC codes of MIPS sibyte boards

This patch removes the legacy RTC codes of MIPS sibyte boards,
which are replaced by new RTC class drivers. And a board init
routine is added to register sibyte platform devices.
