[PATCH][1/9][MIPS] move Cobalt PCI definitions to arch/mips/pci/fixup-cobalt.c

Move Cobalt PCI definitions to arch/mips/pci/fixup-cobalt.c.

These definitions are only used in arch/mips/pci/fixup-cobalt.c.
They can be moved to fixup-cobalt.c.
