[PATCH 1/3][MIPS] Add CFE support to BCM947xx

The patch below depends on the patch posted a few days ago called "Move
platform independent firmware code into arch/mips/fw", but I am
submitting it now because I will be away for a few days, and I don't 
want to miss the 2.6.24 merge window. It has been in -mm for a few weeks, 
the only modification is the pass to the CFE include files.


Add CFE support to the BCM947xx code.  That includes querying CFE environment
variables as well as using CFE to print messages before the serial port is
initialized (early printk).
