use compat_siginfo in rt_sigframe_n32

There was an old patch
<http://www.linux-mips.org/archives/linux-mips/2006-07/msg00216.html>
that suggested (also) to use compat_siginfo in rt_sigframe_n32.
It seems that it is still an issue.
