[PATCH][2.4] Fixed mistake about hardware access for VRC4173

Hello Ralf,

I made a patch for vrc4173 base code.
This patch is included in the correction of hardware access about vrc4173.
I changed the interface of clock control in relation to it.

Please apply this patch to v2.4.
