I tried to put the message date into my index lists as:

  <LiTemplate>
  <img src="$ICONURL$" width="16" height="16" hspace="4" alt="* "

  </LiTemplate>

I got MUCH more than I bargained for!

Why is there a bunch of "envelope" goo attached to the date?

Probably because it is included in the "Date:" message header field.

Try using $MSGLOCALDATE$ or $MSGGMTDATE$ instead. Those can be formated to your liking via the MSGLOCALDATEFMT respective the MSGGMTDATEFMT resources.
