The only real impact is mail server load.  The spam message will
still get delivered to the list server, but the list software than
drop the message.  Of course, if the list admin has things setup
that non-subscriber messages are queued for review, then it can
be a burden.

If something like SpamAssassin is not being used to further constrain
non-subscriber messages, I would just drop all non-subscriber messages
by default.  I believe the mhonarc.org list admin uses SpamAssassin
so reviewing non-subscriber messages is not a huge burden.
