make and makefile commands

I want to install Mhonarc in a specific directory, as it says in the
Perl 5 Way of Mhonarc Reference Installation: 

 prompt> perl Makefile.PL PREFIX=/tmp/myperl5
 prompt> make
 prompt> make install


it seems that make and makefile are Unix commands; what means for
finding relations with MacPerl ?
