This will not work.  You need to try:

<MIMEFilters>
application/vnd.sun.xml.writer; m2h_external::filter; mhexternal.pl
</MIMEFilters>

<MIMEArgs>
application/vnd.sun.xml.writer; type="OpenOffice" forceattach ext=sxw
</MIMEArgs>

Arguments to filters are registered via the MIMEArgs resource.
