page-to-page navigation

I haven't been able to get the 'Next Page' and 'Previous Page' to
work. When there are more than the maximum number of messages viewable
(that I've set up for the index pages), these page links are not finding
the additional page that should be there. 

Here's the code that I have in place:

<p>
<center>Page $PAGENUM$ of $NUMOFPAGES$</center>
<br>$PREVPGLINK$ &nbsp;&nbsp;$NEXTPGLINK$</p>
$COMMON-BODY-FOOTER$
</idxpgend> 

and have <MultiPg><NOFOLREFS> at the top of the resource file. 
Anything wrong in this code, or is there something additional I need to
do?
