newbie on a virtual account

hello,

please bear with me - i don't know what i'm doing :)

for various reasons way to lengthy to go into here i am stuck with a
virtual account that has mailman pre-installed. i like mailman and i
would like mhonarc.

my question is:
without having root access or otherwise access to the "true" innards of
my account setup can i even install mhonarc? all i have is the
run-of-the-mill area usually available via telnet and ftp. 
i would prefer knowing this before driving myself round the bend with
the trial by error method.
