Out-of-the-box, the only app that does this is the Phone app -- in which rotation support can be turned off in the settings.
There are community apps in Extras and Extras-testing that support it, but they may have different (or even broken) functionality, depending on where they come from.
Xournal and Conboy are two apps that are in Extras, so they should be stable to use. But, the rotation support may not have the same settings functionality. In this case, pleasde lodge enhancement requests for the apps at http://bugs.maemo.org. That doesn't mean you'll get what you ask for, but it is the official method of asking for changes.
Still, that's only three apps... What are you finding so annoying? How many apps is this happening to you for?
Sorry for the questioning, but in discussing an OS that only officially supports accelerometer-based rotation in one application, I'm honestly curious where your issues are stemming from.
