It's probably a matter of changing a config file to allow it on older hardware but can it handle the workload well enough that it won't furstrate a few million end users? I can run Windows 7 on a seven year old DELL notebook but do you think can play the latest video games on it? Or even games from 5-7 years ago? Probably not.
