From Xournal menu <file><annotat pdf>, which is what most of my forms come in. Insert text and sign as needed, then <file><export to pdf>. The built in pdf viewer doesn't display it properly, but Evince does and my notebook pdf viewer does as well. At the end of the day I connect my tablet to my notebook via the the usb cable and print out the forms I have filled out. I could also email them, connect via bluetooth, etc. Most of the forms I deal with I'm required to keep the original, so that works for me.
