Which is completely impossible to divine from an outsider's point of view. Either Nokia needs to change its workflow in such a way that "working" is automatically "working in the community" or managers need to find a way to make time to interact with the community (even 30 minutes a week dealing with bugs in Bugzilla would be a godsend).
