maemo uses gpsd. ntp can set the time using gpsd:

http://gpsd.berlios.de/gpsd.html#ntp

but I'm not sure that will work with gpsd being started/stopped the
way it is expected to work in maemo. you could write your own gpsd
client to set the time.
