Xmame's license ( http://x.mame.net/license.html ) allows free distribution and modification, with the provisions that: any improvements must be under the same license, and redistributions must not be used commercially. While that means that it's ok for the community to distribute and improve the source, the second clause means that the project doesn't meet the open-source definition nor the DFSG. (Xmame is in the non-free section in Debian proper, but it does contain the source package.)
