the answer is no.

    TLS - Transport Layered Security

and

    TTLS - Tunneled Transport Layer Security


A key difference between TLS and TTLS is that TLS requires both the 
supplicant and the authentication server to  utilize digital 
certificates, whereas TTLS only requires the authentication server to
