[RFC PATCH v1 08/23] tools: LoongArch: Copy inst.h and asm.h to tools

Copy the inst.h and asm.h files to tools/arch/loongarch/include/asm.

In order to avoid subsequent build errors, is_self_loop_ins() is
temporarily removed and INSN_{NOP, BREAK} is renamed, inst.h is
not added to sync-check.sh.
