[PATCH] livepatch: update MAINTAINERS

Update MAINTAINERS for livepatching to reflect status quo better.

Also move the tree to a shared location, as we are moving more towards 
group maintainership model.

After previous off-list discussion, I've now queued this in 
for-5.0/upstream-fixes branch.

Also, the tree on kernel.org has been created, and all the maintainers 
should have push access there by now, so please start using that tree from 
now on.

Stephen, could you please point linux-next scripts to this new repository?
