[PATCH] livepatch: change ARCH_HAVE_LIVE_PATCHING to HAVE_LIVE_PATCHING

Change ARCH_HAVE_LIVE_PATCHING to HAVE_LIVE_PATCHING in Kconfigs. HAVE_
bools are prevalent there and we should go with the flow.
