In preparation to move all the repair code to repair.[ch], remove the
ALP_* flags namespace since it mostly overlaps with XRM_*. Rename the
clunky "COMPLAIN_IF_UNFIXED" flag to "FINAL_WARNING", because that's
what it really means.
