[PATCH V4 08/16] xfs: Introduce XFS_FSOP_GEOM_FLAGS_NREXT64

XFS_FSOP_GEOM_FLAGS_NREXT64 indicates that the current filesystem instance
supports 64-bit per-inode extent counters.
