[PATCH v12 6/8] xfs: Add feature bit XFS_SB_FEAT_INCOMPAT_LOG_DELATTR

This patch adds a new feature bit XFS_SB_FEAT_INCOMPAT_LOG_DELATTR which
can be used to control turning on/off delayed attributes
