This collects zorro's outstanding patch to test per-type quota timers, as well as one test from darrick to test limit survival after quotacheck, plus 2 more from me to test grace time extension. zorro's still needs ENOSPC vs. EDQUOT filtering, darrick's might need to be made generic, and mine are new.
