[ANNOUNCE] xfsprogs for-next rebased and tagged with 5.3.0-rc1

To accommodate the fixes in 5.2.1, I've rebased the for-next branch on
top of the fixees in 5.2.1 and tagged it with 5.3.0-rc1.

The new head of the for-next branch is:

e74aec5 xfsprogs: Release v5.3.0-rc1
