[PATCH 4/6] xfs: move XFS_INODE_FORMAT_STR mappings to libxfs

Move XFS_INODE_FORMAT_STR to libxfs so that we don't forget to keep it
updated, and add necessary TRACE_DEFINE_ENUM.
