I'm confused by the commit message -- what is the new behavior?

Is it this?

$ mkfs.xfs /dev/sda1
mkfs.xfs: /dev/sda1 contains a mounted filesystem

$ mkfs.xfs -f /dev/sda1
mkfs.xfs: /dev/sda1 contains a mounted filesystem
