As far as patch ordering/splitting goes, I think you should resubmit the
mac80211 changes in the mac80211 patch, and the cfg80211 changes here in
the nl80211 patch (and that obviously requires reordering the patches).

The way it is now is confusing because the cfg80211 patch changes
mac80211 without having to (since this is an optional feature)
